Kudos to David Linthicum for his most recent post outlining the Top 5 Reasons SOAs Fail. You will see that 2 of those reasons are based on the need for highly qualified talent.
This is true for many projects, not just SOA-based ones. However SOA projects can quickly fall off-course if they are allowed to be driven by the software vendors or by project managers that might be directed solely by what they read. This is what James McGovern aptly calls Management by Magazine.
Moving your company toward the adoption of SOA principles is a big decision. If you are not willing to back up that strategy with the acquisition of the best talent available, don't bother moving forward.
